Simplifying Business Administration: The New Pay Slip Reform and the Battle between Streamlining and Deregulation

What will your future pay slips look like with administrative simplification?

A major administrative simplification project is taking its first steps with the presentation of a bill in the Council of Ministers. This bill, consisting of around twenty articles, aims to simplify the lives of millions of small and medium-sized businesses by focusing on the economy. One significant measure in the bill is the simplification of the pay slip, which will be reduced from 55 lines to about fifteen by 2027. The revised pay slip aims to make mandatory information more readable for employees who find it incomprehensible.

However, there are concerns about the complexity of the overall simplification process. Employee unions worry that the text could favor businesses over employees, leading to more deregulation than simplification. However, the Ministry of the Economy emphasizes that their goal is to build trust between administration and businesses by shifting from sanctions to advice. In addition to changes in the pay slip, this bill seeks to reduce administrative procedures for businesses, facilitate access to public markets for small businesses, and address other key issues affecting labor force.

While some aspects such as social thresholds and labor dispute deadlines are postponed for further review, this overall goal is to streamline processes and support businesses in a changing economic landscape.
