Increased Frustration with Mental-Health Services at Santa Barbara County Jail

The mental-health care provided by Wellpath, the privately contracted health-care provider for Santa Barbara County’s jail, has been a source of concern for supervisors during negotiations for a one-year contract extension. Mental health advocates from the League of Women Voters urged the supervisors to prioritize Wellpath’s noncompliance and history of violations during these discussions. This would be the second extension for Wellpath.

Despite recognizing the lack of alternatives, it is uncertain whether the county’s Public Health Department could be a viable option for the contract, as it had the contract about 20 years ago. The Sheriff’s Office has conducted 50 negotiating sessions with Wellpath, but reaching an agreement is proving difficult due to the complexity of the contract. Recent audits have shown that Wellpath did not meet minimum staffing levels during the COVID pandemic, and the Sheriff’s Office failed to enforce penalties outlined in the contract for non-compliance. There is discontent within the county administration about the level of oversight by the sheriff, but the jail remains under the sheriff’s jurisdiction both politically and legally. The deadline for finalizing a new contract extension is June 30.
