Portugal’s New Presidential Election Fails at Third Attempt, Raising Political Tensions and Challenges for New Prime Minister

Parliament Speaker Election in Portugal Unsuccessful

The election of the President of Parliament in Portugal’s newly elected “Assembleia da Republica” failed at the third attempt, highlighting deep political rifts on March 10th. At the constitutive meeting in Lisbon, all candidates fell short of the necessary absolute majority of 116 votes, even in the last round of voting. MPs will reconvene to try again, with parties able to nominate new candidates. The new Prime Minister, Luis Montenegro of the Democratic Alliance, faces a challenging term in office. His candidate for President of Parliament, José Pedro Aguiar-Branco, came in second in the third vote, behind Francisco Assis of the Socialist Party.

Luis Montenegro was appointed head of government by President Marcelo Rebelo de Sousa after his alliance won the most votes in the election. However, governing may be even more complex as failure to secure a majority in the parliamentary vote on the government program could lead to another election. The right-wing populist party Chega gained over 50 seats and is led by André Ventura, adding further challenges for Montenegro. As a coalition between conservatives and socialists is unlikely and Montenegro rejects working with Chega, governing may be difficult. With only one seat separating them from an outright majority and facing opposition from both Chega and other left-wing parties such as PCP/CGP-EVP, forming a government could prove to be a challenge for Montenegro and his team.
