New Leadership Changes in Government Affairs and Public Policy

Jill Kozeny has been appointed executive vice president and chief advocacy officer at the American Council of Life Insurers (ACLI), where she will oversee the organization’s government relations and public affairs practices. Kozeny previously served as chief of staff to Sen. Chuck Grassley (R-Iowa) and worked for a decade with the Senate Finance Committee.

Jessica Monahan has taken on the role of senior principal at Cozen O’Connor. Monahan has experience working at Arnold & Porter, McGuireWoods Consulting, the National Association of Counties, and Squire Patton Boggs.

Elizabeth Wilkins has been named a senior fellow at the American Economic Liberties Project. Wilkins joins the organization from the Federal Trade Commission, where she served as chief of staff to the chair and director of the Office of Policy Planning. She also has experience as a senior adviser to the chief of staff in the Biden White House.

Ryan McDermott has been appointed vice president of national security policy at the Aerospace Industries Association. He previously worked in the Air Force’s cost and economics office before joining AIA.

Vincent Barnes is now the senior vice president of government affairs at AnnDyl Policy Group. Barnes previously held several leadership positions in policy and research roles, including serving as senior vice president of policy and research at the Alliance to Save Energy before joining AnnDyl Policy Group.

Jennifer Rust has joined Rich Feuer Anderson as a principal, bringing her extensive background in public service to her new role with Feuer Anderson LLP, including work with Maxine Waters (D-Calif) on various congressional committees throughout her career in Washington D.C..
