Leaking Personal Data: A Urgent Call for Accountability and Transparency in Argentina

In the past two weeks, Argentina has suffered a series of significant personal data leaks. First, a cybercriminal published over 115 thousand stolen photos from Renaper in early April. Two weeks later, almost 6 million images of Argentine driver’s licenses were stolen and distributed. Then, another attacker released a database with 65 million records from Renaper. This string of data leaks prompted the Via Libre Foundation to present a report demanding more accountability from the State.

The report, led by Beatriz Busaniche, president of the Foundation and an expert in privacy and the right to information, emphasized the need for increased responsibility in handling personal data. The presentation featured specialists in three crucial areas related to data processing. The Foundation’s work program called Leaking Data developed with support from Avina and Indela initiative aimed to address ongoing data security concerns surrounding personal information.

The leaks, known as filtrations in the cybersecurity field, pose serious risks in terms of identity theft and other cybercrimes. Personal data obtained from these leaks can be exploited for various fraudulent activities. The report raised concerns not only about the State’s responsibility but also about legal frameworks regarding data protection in Argentina. Questions arise regarding repercussions of data leaks, avenues for redress, and accountability for any damages suffered as a result.

The Via Libre dossier focuses on analyzing data management within the State, tracing historical evolution of identification policies and highlighting legislative reforms needed to address gaps in data protection. Speakers discussed challenges faced by different perspectives while shedding light on complexities involved with personal data handling: Margarita Trovato discussed history of data collection in Argentina; Tomás Pomar addressed challenges faced during transferring data between state agencies; Pablo Palazzi examined laws that could compel State transparency when responding to data breaches. Collectively they stressed urgency to improve cybersecurity measures and prevent potential future breaches that could have far-reaching consequences.
