Technology Fund Invites Proposals for Investments in AI Technology

The Technology Modernization Fund (TMF) is now seeking proposals for AI-related investments, as per the recent executive order by the Biden administration on implementing AI in federal agencies. This fund offers various paths to funding that can help agencies improve their operations, enhance coordination between existing programs, and modernize outdated systems. Proposals seeking $6 million or less with a project timeline of up to 1.5 years will receive an expedited review process for investment.

In line with this, all proposals must include a comprehensive plan for user testing, risk mitigation, evaluation metrics, and senior executive support. Agencies have the flexibility to choose their approach and potential solution for their projects. The use of TMF can accelerate AI adoption in government and help achieve its intended outcomes more efficiently.

According to recent research by the GAO, there are currently over 228 AI applications in use by federal agencies, with about 500 more in planning stages and another 500 in the research or exploratory stage. While this is an impressive number of applications already in development, it highlights the need for responsible management of AI usage to minimize risks and unintended consequences while maximizing its intended benefits.

This issue has also attracted attention from both the House and Senate, with a bill (S-1865) having cleared committee level in the latter to require greater transparency when using automated intelligence and systems such as facial recognition software to interact with the public or make decisions. This bill aims to ensure that these technologies are used ethically and responsibly by government agencies.

Overall, TMF is a crucial resource that can help government agencies adopt AI more effectively and efficiently while minimizing risks associated with this rapidly evolving technology. By providing up-front funding for IT projects rather than stretching out spending over time, TMF can help streamline processes and reduce costs in the long run.
