Despite this, Austria’s Ministry of the Interior emphasizes that its security agencies work within legal limits to counter Russian intelligence and influence operations. Espionage is not a criminal offense in Austria unless directed against the Austrian state.
As a neutral country in Europe, Austria has historically been a center for intelligence activities between superpowers. Russian agents have used Vienna to target individuals who oppose the Russian regime, conduct surveillance on arms shipments, and eliminate adversaries. Recent incidents such as the murder of a Russian defector in Spain highlight the extent of these operations based out of Vienna.
